Four steps. What the driver records at the stop is what comes out on the receipt and the manifest.

  1. Schedule the order

    Client, site, catalog waste types and service window. The day's orders are grouped into a route and assigned to a driver and a vehicle.

  2. The driver works from the phone, with or without signal

    GPS arrival, waste lines with quantity and container, photos and the generator's signature on screen. Offline, everything is stored on the phone and sent on reconnect.

  3. The receipt and the manifest are issued

    When the stop closes, the pickup receipt and the manifest in the Nuevo León format are generated, each with a unique folio, SHA-256 fingerprint and QR code. They go by email or WhatsApp to the site contact.

  4. Anyone can check that it is authentic

    Whoever scans the QR sees whether the document is authentic, annulled or cannot be verified, with no account or password. The generator signs in to their portal, sees each service with photos and signature, and downloads their logbook in Excel and their complete file as a ZIP.

Published in the State Official Gazette on September 9, 2026 and in force since the 10th, it is mandatory for generators, collectors, transporters and receivers of special-handling waste.

Single Annex
One manifest format with 15 items in four sections: generator, load, transport and receiver. It is filled with what was recorded at the stop.
Harmonized Catalog
Codes by group (RCD, ORG, RGA, PLA, MET and more). Every waste type in your catalog carries its code; no “garbage” or “rubble”.
Rule 5, capacity
The declared quantity cannot exceed the vehicle's physical capacity. The vehicle and plates registered on the route go on the manifest.
Monthly reportIn development
The transporter reports to the SMA within the first 15 business days of each month (Table 3). Generating it from issued documents is in development.
5-year retention
Manifests and reports are kept for five years, on paper or digitally. Issued PDFs and their integrity chain stay in your account.

Frequently asked questions

Does it work outside Nuevo León?

Yes for operations: orders, routes, driver app and receipt with QR work in any state. The manifest in the Single Annex format is specific to Nuevo León. For hazardous waste it generates the federal manifest using SEMARNAT's model form: a SEMARNAT form generated and verifiable by QR, printed in three copies and signed on paper. Other states' own formats are not supported yet.

What happens if the driver has no signal?

The app stores the arrival, waste lines, photos and signature on the phone and sends them by itself once the connection is back. The receipt and the manifest are issued as soon as the stop closure arrives.

Is the electronic manifest valid?

The Technical Guide accepts electronic manifests that carry a signature, seal or certification proving their authenticity and integrity. Each document is issued with a unique folio, SHA-256 fingerprint and a signed integrity chain that anyone can verify with the QR. We recommend confirming the requirements of your permit with the SMA.

How does an inspector verify it?

Scan the QR printed on the PDF or open the folio link. The public page shows whether the document is authentic, annulled or cannot be verified, along with the service data and the PDF, with no account required.

What do I need to get started?

Your clients and sites, vehicles and drivers (imported from Excel), your SMA permit number and the destinations you deliver to. Drivers use their phone's browser; nothing to install from an app store.
